Foreword

The aim of this booklet is to present the Tactical Leadership Programme (TLP) to the widest possible audience and to demonstrate that the TLP concept, born in the cold war of the late 1970s, was indeed an outstanding vision of the future requirements of the Air Forces of Central Europe. Through the highly integrated, multinational flying and academic courses, seminars and conferences, the TLP has, I believe, made a major contribution to the training of the Central Region Air Forces for the roles they find themselves committed to today.

Since its conception some 6500 aircrew have attended TLP flying courses and a further 3500 have attended academic courses, seminars and conferences. Over the years the Central Region has seen major changes in the employment of air power yet the aim of the TLP remains, as ever, to improve the standards of tactical aviation amongst the front line NATO air forces.

This booklet is, therefore, dedicated to all those associated with the TLP, whether on the staff or participating in courses.
