On 13 June 1917, a squadron of German Gotha heavy bombers appeared over London and, without warning, proceeded to drop four tons of bombs on the horrified citizens below. The raid was brazenly conducted in broad daylight, exposing serious deficiencies in England’s defences.
In subsequent attacks, the enemy bombers continued to evade English guns and aircraft with alarming ease, and it became increasingly clear that England was ill-prepared to repel this new and deadly form of assault. As the number of casualties and the extent of destruction grew, so too did the public outcry. A shaken government quickly began the task of overhauling the air defence system, undertaking a sweeping review of air organization and strategy that ultimately led to the formation of the Royal Air Force.
