( … ) Present financial control is perhaps more than adequate, in that the system attemps too much ; wasted effort and delay can result from too tight Treasury control. Once Treasury approval has been given for expenditure on an aircraft, detailed allocation of the money within the authorized total be the responsibility of the purchasing authority.
The idea that the Government is providing vast quantities of capital assistance to the Industry is out - of - date and wrong. In recent years policy has been completely changed. It is now difficult to get a few machine tools on hire, let alone provision of capital equipment on a large scale. ( ... )
