The Japanese Imperial Navy ordered a prototype carrier-based attack aircraft from Nakajima in 1939 to succeed the Type 97. The new design required improved speed, endurance, and power, leading to the development of the Model 14.

Description
In 1939, the Imperial Japanese Navy ordered Nakajima to develop the Model 14 Carrier-based Attack Aircraft to replace the aging Type 97. Requirements included a top speed of 250 knots (463 km/h), over 7 hours of endurance, and a 1,500hp engine. While the Navy suggested using the Mitsubishi Kasei engine, Nakajima argued for the more powerful, still-in-development Mamori engine to meet performance goals. The Navy ultimately accepted this proposal.
