Heinkel He 115 was designed to meet the requirements for naval multi-purpose aircraft issued 1935 RLM issued requirements calling for two-float, twin-engined aircraft capable of reconnaissa. The competition entered Heinkel Company with He 115 project and Hamburg Flugzeugebau (prototypes were airborne in 1937).
He 115 was all metal, mid wing aircraft powered by two BMWs 1 in the midst of the fuselage and could carry a torpedo or up to 750 kg of bombs. Based on the competition 1 and V-2, He 115 was chosen for the production. Modified He 115 V-1 prototype proved its value b and 2000 km distances carrying from 500 to 2000 kg load.
