FOREWORD

Some of the functions of the Federal Aviation Agency, a Government organization headed by an Administrator who reports directly to the President of the U. S., are (1) testing and certification of pilots, (2) developing medical standards for airmen, (3) writing and enforcing air traffic rules, (4) controlling the nation's air traffic, (5) construction and maintenance of air navigation aids, and (6) prescribing standards for aircraft operation and maintenance.

 

 

In order to carry out these functions properly, this Agency has written "laws" entitled Civil Air Regulations that must be adhered to by all pilots. Furthermore, in coordination with other Government offices, the FAA has established procedures that are the “standard” method of doing such things as (1) using the aircraft radio, (2) landing at an airport, (3) utilizing weather information, (4) doing aerial maneuvers, (5) using helpful navigation aids, and (6) flying through Security Defense Zones. The primary reason for these controlling regulations and standards is to promote safety --- the protection of life and property.
