Authorized in early 1942, the first prototype flew in December that year. Retaining the Kyofu’s basic airframe, it featured a more compact Homare 21 engine with greater power. However, the large propeller needed for the engine required long landing gear legs due to the mid-wing layout, leading to complex telescoping struts. Forward visibility was also limited by the long nose.
