The aircraft featured several advanced features for the time, including all-metal construction, a monocoque fuselage, cantilever wings, and a retractable undercarriage. The first prototype took to the air on 4 February 1935 with test pilot Katsuzo Shima at the controls. The aircraft was fast and highly maneuverable, but was rejected by the Imperial Japanese Navy, which felt the design was too advanced for its pilots.
