Introduced in 1939, it was a two-seat aircraft with a pilot and rear gunner. Powered by a Mitsubishi Kinsei radial engine producing 1,000 hp, it could reach speeds of 389 km\/h (242 mph) and had a range of 1,075 km (668 miles). The aircraft featured fixed wing dive brakes for precise bombing, a reinforced fuselage, and a tailwheel undercarriage. Its armament included a forward-firing 7.7 mm machine gun, a rear 7.7 mm gun for defense, and a single 250 kg (550 lb) bomb under the fuselage plus two 60 kg (132 lb) bombs under the wings.
